Examples like this are exactly why I carry...everywhere. Even in commie states that deny me my rights. I carry anyway. I have CCWs from multiple states. I try my best to comply but the Second is quite clear and no state can override it no matter how hard they try.

I'm trying to follow. What are you saying? The ratio of black and white is the proportion of black people in the whole compared to the white people in the whole.
I'm guessing you are talking about a proportion of something to something else but you left out some words.
