That's good thinking on the part of the Jersey legislators. With a law like that they won't have to worry about something like this ever happening again. In other news, they outlawed guns in Chicago using a similar strategy.

 

It's illegal in Alabama too unless you're broke down. Sleeping on the ramps then ALEA uses common sense, better to be asleep on the ramp than in the median.
