So I know that right on red is not permitted for all of NYC and anywhere a sign says to not do it.
Are there any other cities where its not allowed?

How about left on red? Lol. It’s usually allowed if turning onto a one way street. Right or wrong?

It’s supposed to be legal, unless posted otherwise. Probably not in NYC, no one breaks traffic laws there, I’m sure. I just asked a local Cop that question, along with a couple others. He said it’s legal. We have a lot of turn arounds here. Also known as a Michigan left. No left turns at intersections, have to go past it and turn around and then turn right. My question was what makes it legal, to complete the turn around on red, from median. It’s essentially a left on red. Left only, can’t continue straight across through a red. Which was my question, going straight across from the median to complete a left turn, is running a red light. Wife won that one. I honestly wanted to know, as they work the area pretty hard.AModelCat Thanks this.

Not even if you're already outside about to make a turn and it just suddenly turned red because you had to yield to oncoming traffic?

Can you make a left turn on a red left turn light?
A left turn against a red light can only be made from a one-way street onto a one-way street. Signal and stop for a red traffic light at the marked limit line. If there is no limit line, stop before entering the crosswalk. ... You may turn left into a left-moving, one-way street if there is no sign to prohibit the turn.NavigatorWife Thanks this. -

When I took drivers ed we were taught that you can creep out into the intersection on a green and as long as you are past the line when the light turns, you can make the left on red. This is the way I have always done it and it has never gotten me in trouble.NavigatorWife and MACK E-6 Thank this.
