after my air pressure is built Up and I try to pull off with my trailer the all of my tires work properly but the two tires on the rear outside, I was told I probably need to change the brake chamber out but i wanted to get other opinions before I do so

If chamber not leaking look at shoe wear u could be close to top of s cam brakes will stick by they roll over

When was last time you greased the S cam bushings, or even the trailer. S cam bushings worn out binding. Brakes below 1/4 “ lining thickness. S cams about to roll over and won’t release.
brake chambers set tractor brakes. release trl brakes and go back and listen for air leaks. The. Pull down on trailer brake valve and listen for air leaks.
if no air leaks then most likely something in foundation brakes -

Have the trailer wheels blocked, have someone release the trailer brakes while you watch the adj. arms move as you hear the air going into emergency brakes, if they don't move the brakes won't release, ck. for the brake drums having wear like a inside of a frying pan and brake shoes worn down lower than spec. as said then the S. cams are trying to flip over and will cause brakes to stick on, After you have ck. all the things every one has said, then you should find the problem before you slide the trailer tires and end up spending more money on new tires that were slid because they could not release than just fixing the brakes in 1st place?

Lots of good answers above. Generally a bad brake chamber would not cause the brakes to not unlock. The maxi brakes apply the parking brake, air pressure RELEASES or compresses the maxi brake. If you have a significant leak, it would effect both brakes on the axle, because they are both plumbed together with a relay valve. I replaced a leaking brake chamber on my neighbors truck.... VERY large leak. The brakes still released, the truck was just losing air like crazy. Be careful working on air brakes, there is enough pressure in the maxi springs to kill you.

if there is an alcohol 'sniffer' check the plumbing. I have had one installed backwards and there is a check valve inside preventing the service side from releasing control pressure.
