    It could be the lights.
    Years ago in Massachusetts the state police had issues with people rear-ending squad cars because the blue lights (they mostly use blue and white and only maybe one red on the back) A couple of times the lighting caused epileptic seizures. To deter that they started using chevron DOT tape on the rear bumpers. Maybe the system can’t interpret the lights. Either way this is all on the driver.
