Did not think I needed to ask anything about this install but....when I got the new shaft it came with this little bag with a only one new bolt and nut plus these copper spacers/washers. Instructions say not to use the old nut and bolt but not which one. I assume this is the lower one where it attaches to the gear box. Yes? Also what are the spacers for? None in place on the old one. They look kind of like the clips for u-joints or sort of a crush washer. WTF are they for?

They mean the lower bolt, because if its over-tightened the steering gear will actually leak from the gearbox input shaft. The clips retain the u-joint caps but you may not need them if the new shaft came with u-joints completely installed.
