I had one of those for doing 10 over a few years ago. It's not a ticket perse just a DOT violation. So you get CSA points but not points on your license.
I was pulling into a scalehouse in KY and got the bypass light. Speed limit signs were posted all the way up to the lane split for scale or bypass. Signs followed the scale lane and dropped from 25 to 10, the last sign on the bypass lane was 25. I was doing 21 and got stopped and told to park and bring my paperwork in. Scalehouse captain looks at me and asks "Have you driven through here before?" and I kinda sarcasticaly say "Well I've been driving 5+ years and have over half a million miles so I'm sure I have before." Dot guy responds with "well you then you should have known the speed limit is 10 for both lanes." So ya, that earned me a 21 in a 10 violation and a level 1 inspection.

so they’re issuing inspection reports during the course of a traffic stop for speeding?

There a few states that do not send the Data Que back to the original officer. There have a group of people that handle the Data Que requests.

Same here I'm usually a 68er. Besides morning rush when everyone is cruising pretty good. Then you can go with the flow of traffic, just don't do anything stupid to make yourself stick out. Non rush hour you best behave yourself, limit it to no more than 5 over
