They can, and have told warehouses that one of the conditions to build a warehouse is to provide enough truck parking to supply the warehouse.
I want to say City of Industry did that to Amazon, but I could be wrong on the city. I know it happened though.

 

I guess that means the current administration could get it done!

This is true.

Unfortunately to the best of my knowledge the building codes do not require truck parking. Office car parking and disabled spaces yes. Truck parking no. If they had the codes that required available local truck parking they could deny the permits until appropriate parking is available in the area. It then becomes the developer's responsibility to get the parking quota met.

To my knowledge there is no law that says a warehouse/business park can't call up the CEO of Love's and let them know that they have an opportunity in the works and would like them to think about what it would take to put a place near their planned development. Get the developer to go get the truck parking quota met.

 

A truck parking area on a warehouse's property is not a truck stop.

 

Southern California is the worst. A bazillion warehouses......and NO TRUCK PARKING signs everywhere!

 

And that problem will never be corrected as long as the warehouses are able to get their goods moved without having to dedicate expensive, overtaxed real estate for truck parking.
