Not always the case, it kind of depends on the government rules. If they cannot export it it doesn't work the same way. They will do more production but it is not like they can just turn it up as USA is not set up that way in the oil patches. If they can get in on a hedge and lock it in higher then normally that will set it up to move in the right direction for production.

The oil field service company's are crying for help. They down sized their work forces to the bare minimum and just a bit more to make the numbers. They recall people but they have moved on and found they could live on less.
Many have scrapped their older or broken equipment . Many have flat gone out of business.
