It is used for the throttle for a PTO. To increase the throttle turn the black knob to the desired RPM. Then to return to idle, you press down on the red button down and push the black knob back down to the starting position.

Most likely disconnected from your throttle linkage.

We used them as throttles on drilling Rigs too. Push the red button in with your thumb, and it will unlock so you can pull / push it. Release the button and simply turn the knob ( it’s basically threaded ) and you can fine tune the adjustment. Just trace the housing coming through the cab floor and see where it goes.

As mentioned earlier we used these for cruise control years ago. My truck has one on the dash.

The earlier cruise control, or idle control, was a small steel rod with a spring lock. It set against the throttle pedal and hooked up under the dash. It held the pedal down to raise the rpm’s in cold weather…..

I didn’t use that high tech equipment. Just threw my tire hammer down there. When you were driving big power, like an NH250, your pedal was right to the tin if the clutch was engaged anyway.
