These are called Chain Anchor Winch Straps:

They help increase the flexibility you need to have when securing freight with different configurations. I often used them mostly when hooked to a StepDeck trailer because the wheel wells usually had a spool for a chain to hook onto, but neither a winch or a spot that a flat hook could attach to because the wheel wells were just metal humping over the wheel area, and sometimes, where the layout of the load was, I'd have to and want to put securement right there. Since the back wheels have a lot of movement and vibration, it makes sense to keep a tiedown right over it, and often, this was the only way to do that. With a Chain Anchor Ratchet and Chain Anchor Straps, you could do the job with only spools to hook the chain onto:

I have them in 2” & 4” size. Some of the finished material I’ve hauled required straps, and when I used my side kit these were used a lot….

The nice thing about them is you can pull at angles and they don't bind up. They are really handy. I carry a bunch in 2" form. I use them alot when I cross (x) strap the front and or rear of the load.
