Usually willful, but not always. In either case it's not an insult unless one wants it to be, and in that case everything anyone says is an insult because some snowflake somewhere will take it that way.

Don’t play the race card with me. That dog won’t hunt. I’ve seen lots of it, and refuse to participate. As a rule, I try to avoid the subject, considering how much time and energy I’ve spent on it already. I got a crash course on racisms as a child, growing up in 1960’s Detroit Mi. Jackson Ms. New Orleans La. Houston Tx. and middle Tennessee. I’ve heard a lot of opinions, more than I ever wanted to hear. I never quite understood it, still don’t. I was taught it’s wrong. Though some of my family (otherwise good people) have never risen above their discriminative opinions. We don’t understand one another. That’s OK. I’m human like anyone, and won’t deny feeling racism at times in my life. Like when my brother was killed by a 15 yr old black boy, or after being beaten half to death by a gang one time. I refuse to let the actions of a few control my mind. I’d be a fool if I did. Take your race card and shuffle it back to the bottom of the deck. Pull it out on someone else. I don’t play that BS game.

 

And once again because they were taught to fear/hate police. Taught he would likely get killed by a cop. He was taught that. Thanks for acknowledging @Wasted Thyme's point again.

This is a case of HPD detectives and the narcotics division shot up this house now mind you the two Lead detectives were black and the husband and wife were white… Nobody rioted over that one… Nobody claimed racism in this one they just say it’s crooked cops which I agree with

 

They have to make themselves a more positive presence in those communities. They can't just show up after someone has been shot. They have to have to patrol the areas and have some positive interactions with the residents there. Check out that video at the end of the article if it's still there. Police should follow their lead.

 

I hear you and I sympathize with the police in that regard. Going back to the original topic, I wholeheartedly believe in my heart that they could have apprehended that young man without killing him. That would have been a step in the right direction towards better relations between police and people in those communities.

 

I don't know, my guess is they have some of everything in them. I gotta hard time believing there wasn't "relations" between races since the beginning of time.
