This stuff is mostly regarding local drivers I worked for company that didn't pay over time till after 50 hours. I just don't understand how would they pay OTR nd OO for seating on docks for long time less they make sippers and recivers pay that make something like universal rate for everyone seating on the dock same kind a little detention.

That's effectively still piecework, not hourly pay. If I tell you it's x number of miles from here to there and I'll pay you y per mile, how is that any different from saying it's x number of hours from here to there and I'll pay y per hour? I'm still paying a flat rate for the trip.BennysPennys Thanks this.

If they want to help OTR drivers, leave things the way they are now but add mandatory sleeper berth pay. The rest would take care of itself.
