I thought when the CDL came along it was to simplify all this into the IFTA fold but that was somebody blowin smoke up somebodys hind end , just another big money grab.

They monitor IFTA looking for carriers reporting NY miles and no HUT and bill those discovered with 80K loaded weight method. Had to research and file the actual HUT quarters in arrears reduced a large bill by 2/3 rds.
