I’ve always wondered how does the law look at it? Going down the road and basically 2 brakes not doing anything. If you’re under 26k gross can you be legal on 2 axles?

Think 6x2 regards only to drive axel. You still have two bogies for braking, load distribution, and balancing, just one is driving.
Load sharing is derived from air bag pressure and how much weight is ascribed to each axel, either equal or slightly more to the drive when loaded. Of course when there is no load you want all the tare weight going to the drive axel, so the dead axel is lifted or no air in the bags.

Maybe I’m not asking my question properly?

bobtail, one drive axle is lifted up. Only 4 brakes are on the ground, is that all that’s required to bobtail?

Its legal to run bobtail on only 2 axles(brakes)on the ground? Like you don’t need 3 axles(brakes)on the ground?

    Why wouldn't it be legal?

No different than driving around empty like this:

Brakes have nothing to do with it. It is legal weight on an axle/tire.
