I'm missing something here. So if the water does freeze so what?
I put water bottles in the freezer all the time and freeze the water, havn't had one break yet.
    Even soda pop.
All plastic bottles tho, glass would probably break.

If water leaks thru cap or if receiver sees them frozen they can put a claim on the load. Then you call your insurance company and explain to them why you want them to pay. Or you pull out check book..

Sometimes it breaks, and sometimes it does not. It could break depending on the plastic in which it was bottled, nonetheless. They presume it might. I would too. Even if it does not, it will sweat at room temperature and create paddles in the warehouse, or simply it needs to be shipped out ASAP to customers at individual points of sale. If I go to Costco and see a bundle of half frozen water, I'll pass in favor of the one that isn't.

To quote judge Judy, that's a lot of ''who shot John''.
Some goods ,freezing, will damage them, but water?
Before I would pay they would have to prove damages.
Wouldn't be hard to sell a load of water either, especially if you get it cheap.

What does the B/L say? Does it say protect from freezing? and is the rate higher?

Insurance will more than likely not pay. However owner of product can have the company lawyer take you to court. Your bol that says protect from freeze with driver signing it, and picture of bottled water no longer intact as water leaked. Then you pay directly to the plaintiffs plus court costs and legal fees. Yes, these kinds of things happen every day and drive small carriers in a pinch. OOIDA warns small carriers about such cases almost monthly. They get calls from allot of guys that thought it wasn’t a big deal. My customer puts a total claim on produce if Reefer is run on start/stop instead of continuous. Never even looking at the product. Just the temp recorder and Reefer. It is their policy and I have known of 2 cases they have in the last 4 months. They have probably have done more claims that I don’t know of.

A wholesale truckload of bottled water isn't worth much money.
