County Sheriffs are elected so from my point of view they are the most powerful since they can’t be fired by any one person, they have to lose an election to be fired.
I know in many states it’s in the law that small towns in low populated counties that can’t afford its own police force are legally entitled to a certain amount of patrol and protection from the state police.201 Thanks this. -
State police is like the army for that state. Yeah states have a national guard unit too but thats mostly for extra bodies when the state police need reinforced.

Tejas State Troopers are the highway patrol, safety, and dot enforcement of all roads within state and are a branch of the Texas Rangers. They will backup any Ranger needing assistance and they can also handle and backup any law enforcement statewide with other crimes if need be when called in. They have jurisdiction statewide when needed. Many Texas Rangers start out as troopers and promote up and to the ranger side of things.

Don’t some states have higher height requirements for State Troopers. I know in places like Ohio if a state trooper pulls you over and he’s walking up to you and blocking out the sun cause he’s a big ole boy.
