Only from emissions, not safety. We can go through the book if you’d like once I get home. For now, you’ll note that the only thing the official NCDMV site lists as being exempted from the safety inspection are vehicles more than 30 years old.

Emissions inspections, and the 19 counties which require them. The ONLY place it mentions anything about an exemption for diesel powered vehicles. Once again, emissions in those counties is OBD only - checking for the presence of required emissions controls for that make/model/year of vehicle and the appearance of them being operational is part of the safety inspection. Come in with a missing EAS, a cat which had obviously been cut open to gut it and then had the plate welded back on, etc., I will fail that vehicle. They might appeal it to License and Theft - I’ve already had that happen - I will win that one, because it IS part of the safety inspection. Now if you’re domiciled in a non-emissions county and you have all of those components, inspection stations even in emissions counties will do safety only. So if all of that is in place, appears to be functional, and there’s an illuminated CEL/MIL, you won’t fail for that.

FAQs… nothing really all that helpful as far as CMVs and diesel powered vehicles go, except to clarify that vehicles over 8500 GVWR, while being exempt from emissions, are still subject to safety.

I read all that, still not sure. My F450 which is my personal vehicle, ive never gotten any kind of inspection. Registration in my personal name and up to date(as you know they block registration if you dont pay taxes/inspection) Thats what they do on my other gas vehicles.
My trucks......all registered and plated here in NC, have never gotten a safety inspection. Only reason I can think of one one of my trucks is because its a glider kit. When I bought it I had to go to the theft bureau and they verified the VIN, that was all. -
I had a guy that does deletes recently tell me he went over to the state capital and they had him bypass all of the trash trucks because they could not keep them out of the shop. So if the State can do it then the average joe should be able to as well.

Freightliner dealer in Lancaster, Pa is now $250/hr with a 2 hr minimum. Charged me $495 "diagnostic fee" and diagnosis was wiggling wires on the PNDM ... day one in shop 45 minutes.
ordered part to arrive next day and guess what, the clock starts again. Hour later truck is done but another 2hr@250 because truck was driven out of the shop the day before. AND a "software fee" of $495 added to it as part of the installation. This part does not require computer hook up for diagnosis or installation. Beware if you are in the area.

That's ####ed. I've worked at a couple huge dealer chains (one had over 100 locations in their network) and they've never had shop rates nearly that high.
