i wonder if it's because there are only 15 dead, and seniors at that, this isn't blowing up like the Humboldt crash, with 16 dead, and younger people?

Not sure about "only 15" but a bunch of seniors nearing their end days vs young ones with their whole lives ahead won't get the same reaction.
It's early on but it seems pretty clear the driver of the bus is responsible. I wonder if he/she will face similar charges to the truck driver in the Humboldt crash.
They haven't really said, or I missed it but I imagine the reason they haven't identified the deceased yet is due to the fire. That had to be an ugly scene. The first responders and witnesses will never forget. Brutal.
Chief medical examiner John Younes said work continues on identifying those who died, using fingerprints, dental records and, if necessary, serial numbers on artificial hips and even DNA.
“The reason we have to undertake scientific means of identification is that most, if not all, of the deceased have significant facial trauma, so identifying them visually is not possible,” Younes said.
