Looks like a broken belt caused by blunt force trauma to the sidewall, pothole or curb, and they'll whine like a bad bearing to weasel out of it. I doubt you'll get a dime. Make a nice trailer tire,,,,

@chrisX. Did anyone inspect the inner liner after they removed it and say what it was? Could have just been a “reversed” radial indentation. Instead of bulging inward it bulges outward. It happens from time to time. The indentation is were the body ply splices are overlapped and is the thickest and strongest part of the tire.
