I've registered in 6 states. IRP in California, New York, New Jersey, Iowa Illinois and Indiana. I have needed neither a VIN inspection nor a periodic inspection to register any of my trucks.

If you buy a truck already registered in Tejas you do not need an inspection to re register or change title ownership. If it came from out of state you will.
Some counties do require an inspection on a Tejas plated vehicle after purchase to re register if it has not been current for a few years.FlyingJ mafia and Bean Jr. Thank this. -
A 1992 is over 25 years old so Tejas does not care about odometer mileage and will put exempt on mileage space on new title. Also if you are not working that truck and only playing with it as a hobby truck You can also register it “antique” and pay around $75 for a 5 year plate with no inspection ever again.
