So absolutely no change and a feel good law only.

(a) The restroom is located in an area where providing access would not create an obvious health or safety risk to the motor carrier; and
(b) Allowing the motor carrier to access the restroom does not pose an obvious security, health, or safety risk to the shipper,consignee, or its employees.
(3) A shipper or consignee is not required to make any physical changes to a restroom under this section and may require that an employee accompany a motor carrier to the restroom.

In a nutshell, all they have to do is say it's unsafe to be on the docks and not provide an outhouse and business as normal. As there is no penalty for not having an available restroom
Well not no penalty. The health department can tell them about the law, and might even issue a citation for a whopping $125 if they want to take it to court. Of course the shipper just has to point to the unsafe provision....

Not sure. But some of the drivers out here have figured out how to do it.

 

Washington state should outlaw ice on the roads instead of bathroom "rights".
