If you’re going across 94 and want the scenic route, 200 is the shortest way across Montana to Missoula coming from ND. It’s 2 lane with very little traffic and some good scenery.
If you run 90 across there’s been construction west of Billings so the scale has been hit or miss. You can get off at Three Forks and go go thru Helena to miss the scale at Rocker, and just drive by the scale at Haugan like everyone else does. Keep in mind that Montana has cameras and they’ll get your picture even if the scale is closed. WA also has cameras and they can access that info from their patrol cars if you get pulled over roadside.

thank you, ended up just running 90, is there any way around billings during the day or are you pretty much stuck with rolling the dice in there?

Billings is fine. Never had an issue outside of weather related wreaks.

Get on the south frontage road and you’ll go through the scale on the eastbound side. You’ll cross the scale but will avoid the inspection building on the westbound side.
Edit: You could cut up 3 to 12 and run 12 across to where it gets back on 90. But there’s a spot for jump scales at Lavina and Harlowton. And they seem to be set up at Harlowton a fair amount of time. If it were me I’d stay on 90 and just make sure your logs match the times you cross especially if you’ll be coming back that way. -
There are several bridges (somewhere between Lewistown and Circle) posted with signs that say "weight limit 30 tons" I think most of them were short enough so that my entire truck wasn't on it all at once. I saw many trucks out there so I don't know what the deal is. Was everyone just violating the weight limit? lol
