I just bought a new tractor and wanted top put a metal cabinet mounted to the catwalk almost against the sleeper bolted on with spacer I between the tractor and cabinet. It's pretty much like a headache rack. 6 feet tall 3 feet wide with 18 inch depth. Is this legal?

I'm a Regional Safety Manager for a trucking company. Yes, a functioning secure catwalk is required by DOT. I've seen DOT write up violations for it missing. .
Violation Code: 396.3A1 / if your in the 49 CFR got to 396.3(a)(1) -
