But there are others that leave the EGR and a few other sensors and peices of equipment functional intact and fully compliant as well as staying well within OEM spec and does not do anything more then mod the SCR and various other bits before reattaching them and there is exactly zero black smoke and it WILL pass an opacity test and even a visual inspection unless they remove parts. Though it does fail the nox test but only just and requires you to pull and clean the EGR every 6 months or risk a soot blockage among a few other minor though PITA maintaince issues. This type of mod is the most reliable and the programming typically comes from various sources that use non emissions ECMs or full on custom software. I cant go into TOO much detail without running up against forum rules and i think im already toeing the line as is....but you get the point.
For the engine there are several entirely legal ways to get an older pre emissions engine listed on the vin in such a way the epa can go blow a moose legally speaking if they object. They are all pretty expensive and time consumeing though
The most common and reliable though often most expensive and time consumeing is several states will have a variation on a program that let you buy scrap vehicles and reconstruct them which grants you a special 1 off vin or a new salvaged title with the new motor on it. Some states call it a custom vehicle. Some call it remanufactured, others call it a branded vehicle or repowered vehicle and so on. But the premisis is basically the same. Sell vehicle to scrap yard and get scrapped/totalted on title. Buy vehicle back and then repower it, go to state and go through their inspection program for vehicle safety (expect the vehicle to get flatbedded or towed several times as at this stage its legally not allowed on the road) and then once it passes you get a ton of paperwork and can then get the remanufactured/reconstructed/salvaged title with the new engine listed on it. The process cost and length varies on state but is around $5000 minimum and a month minimum upto 25K and 6 months max. SD for example only does inspections once a month and by apointment and only so many vehicles a month. The waiting list length varies as well. Then the paperwork takes around 2 to 3 weeks to process ontop of the 2 to 3 weeks to process the title.
The downside here is obviously if you go to sell it, 99% of people are going to take one look at the marks on the title and nope the hell out. So the resale value is esentially 0. Though there is a strong argument to be made a truck with 1 million plus on the odometer is not going to bring much more then scrap value anyway.....
Another way to do it is buy a scrapped glider and just transfer your good parts to that and retitle the glider.....or at least make a convinceing argument you did so with enough pictures and evidence to reasonably prove it.
Then there is the so called beyond useful lifespan rule that kicks in at around 1 million miles, though that one is such a hard grey area thay some states like SD give zero ####s and will happily title you, while others like say jersey will crucify your happy ### and enforcment is more or less at the discression of how pissy the officer wants to be and how much you can sweet talk the title lady to put the engine on your title. And will depend on how long the EPA leaves the loophole and old rules open to abuse. Technically its legal but technically it also violates emissions standards.
There are also a few other ways but most of them are iffy and while they will be fine locally are far more dubious outside the state. See the dude selling new 2023 and 2024 gliders made from scrapped trucks using a loophole in the custom vehicle law in...i think idaho? That the EPA is currently eyeballing to crucify or already has and i missed. -
