Leveling valve on front axle, Lift and secure rear axle with brakes locked down. Will it prevent power divider from getting lubrication to the top end with no thru power to rear axle?

You’re just gonna wear out the power divider doing something like this. And if you have traction control, it’ll just think you’re spinning tires and cut the power anyway.

Power divider will get lube, your issue will be that no amount of lube is going to prevent the amount of wear and heat its going to produce.
A power divider is very similar to an axle in how it operates. Ever hear the term "one tire fire" when refering to doing a burnout in a something with an open diff? That's pretty much what you'll be doing to the power divider every time you drive.

I can't imagine any measurable fuel savings being realized, irregardless of whether or not it would work.

Differential and power divider spider gears double the speed to the shaft that is driven when the other is stopped.
As an example if you have a car with one drive tire on ice, the other on dry black top, speedometer is reading 40 MPH while trying to move the tire that is spinning is running at 80 MPH.
The power divider would be doing the same thing and not last long. As said " It will not work".

This is my 2021 VNL 760 6X2 I run a dry van operation and 48 states... You're gonna have to start with a clean slate, trying to reinvent the wheel to get better fuel economy is not going to happen.
