Imagine an organized crime ring, that can police for profit, regulate for revenue, selectively enforce laws to profit one company while dragging another down. Target a company for heavy enforcement, only let up when a newly retired enforcer gets hired on as safety man. Wait, ... don't have to imagine that. We are blessed by living it every day!

Don't go down the insurance scheme rabbit hole, that will twist the tip of that tin foil hat in knots.
