If you are not getting fuel out of there with the pump running then you are not getting fuel up there. It is either sucking air out of tank or the line has trash in it or the pump is not working.
Make sure the filters are full of fuel and try again.

The filter has fuel, I checked and topped off. When I first removed the filter it still had fuel in it. Any advise on how to check the lines for blockage from the tank to the pump?

nikmirbre Thanks this.

This is an ex swift truck. Only has 1 spin on filter at the pump.

You would have to take the line loose at the lift pump and suck and blow on it to test for restriction. And you can suck on the line to see if fuel gets up to that point. Careful when doing this so you don't swallow fuel.
nikmirbre and Andystrans Thank this. -
Update: Truck is running now.
Ended up having to pressurize the tanks to get the fuel to the prime pump.
Used an air compressor via the breather tube to pressurize the passenger tank first. Vice grip pliers to pinch the line.
Then had a helper push the bleed valve with the prime pump going while adding pressure to the driver tank until fuel started to come out of the bleed valve.
Had to use starter fluid to spin the motor fast enough and prime the rest of the system.
Would like to thank everyone who responded.
Hope this helps someone in the future.
Pressurizing the tanks is what did it for me.BoxCarKidd, Magoo1968, Smellfunny and 2 others Thank this.
