We can reposition, that’s allowed. Drop in Chicago for example, go empty to California, load back to Canada. Might be why your seeing lots of cdn trucks.

That's not what they're doing. They're taking freight to fill the gap and have been doing so for years.

There was a deal down here that got hushed up pretty quick. A Canadian company would bring Canadian lumber into Nevada to a big box store DC.
They'd unload at the DC, reload at the DC with a multi-drop peddle run to a few of the DC's stores. They got away with it for years because the peddle run was almost always Canadian lumber. After a day or two on the peddle run they'd grab their regular back haul and head home
They finally got busted going into California and, surprisingly, not very much was done to them. A small fine and increased scrutiny at the scales was about the extent of it.

You can say that, but their drivers tell a different tale.

How does that work at the shipper and receiver level? I suppose they don't check or care if the freight they load on a foreign truck is interstate or not, maybe they should.

You mean the half asleep guy on the forklift? I'm sure he's more concerned with quittin' time than he is with where the freight on the truck came from.

I doubt they would put bisons Canadian address on the BOL. My bet is they are using one of their American companies they bought. Shipped wont care to look at the plate or if the driver says “ eh” a lot!

The better question is "who is even checking?"
