You're lucky. I gotta buddy who got turned down by Tyson, PFJ, and Dollar General for seatbelt tickets. The cell phone one is a big deal too. You'll need to get with the times man. What wasn't a big deal 15 years ago, has become a big deal now. You should know better.

Seatbelts and hand held phones the two biggest hot button items for safety and insurance carriers today.
Time to prove you are serious about trucking as you walk in the door with a 'history' and they don't care why it occurred.
OP has an opportunity that dosen't happen often especially when things are so slow. -
I've not seen or heard of a crash or a rollover when backing up 10 feet but we are required to use a seat belt If the truck moves period.
And a cell phone in hand, even if just picking it up off the floor is a warning and second is a termination. -

I obviously can't answer the OP's question not being subject here to the same laws but, to my mind the operation of a phone is the most serious I would have thought. I am opposed to the forced wearing of seatbelts while acknowledging their usefulness especially for non-professional drivers. I only wear one because I got fed up with loony police lectures and the moeny I spent in fines but I effectively don't wear one because I have a clip which keeps it slack. No law against that surprisingly. Before I retired, although by that time seatbelts were fitted to lorries, it was not compulsory to wear them, I expect things are different now.
But phones are a different matter, they can be dangerous to use because,of the distraction. But here in France your headsets would be illegal. It is against the law here to have anything inserted in, or covering, your ears. Thus I have a bluetooth connection to the car radio. The only exceptions to the rule are hearing aids, which is handy for me at my age.
