Why would anyone do this? New parts before returning the truck?

Might make sense to replace a busted fairing or headlight or bumper or something with a decent junkyard part but ain’t nobody gonna be able to see that you put in a new windshield, or probably even batteries for that matter.

There is good logic in doing this - maybe not if the truck is going direcr to auction, but my guess is it's being turned in to the lease holder who will then do something with the truck.
Many L/P deals have a deposit and/or a required maintenance escrow fund. In the terms of the lease agreement when the truck is turned in (either at the end of the term or before) the truck must meet certain standards- tire tread depth, brakes, damage, etc. Any defects will be paid for out of the maintenance fund/deposit and the 'driver' will be held liable for any deficits.
Say the guy has $10,000 in his escrow and will have another $2,000 coming in receivables. If he drops $5,000 into the truck, he might avoid $7,000 in charge backs, making him $2,000 ahead. If the guy just takes his gear and tosses them the keys the finace company will charge him a clean out fee of $1,000, $2,500 for the windshield, $800 for the batteries, $6,000 for tires - so on and so forth until the maintenance fund is exhausted. If the truck meets the turn in specs he has a chance of seeing something. -
Better off to save the Money. The Bank will decide to replace anything if needed. Going to need every extra dime to pay the shortage when the Bank sues for the difference. Depending on the amount and circumstances, might be needed for a Bankruptcy Attorney.
