Yes register with Staab agency is the best advice, however if you insist on registering them in Ohio, go to the license and theft bureau. That's what its called here in NC, dont know what its called up there but, @Ridgeline had it right when he said call the state police. I had to go through this process when I purchased a glider and the state wanted to inspect the VIN plates.

 

In my state of Alabama you have a form to fill out then request the Sheriffs' department comes by and verifies the numbers match the titles then take that and get the titles transferred to your state.
