Hello,
Parking brake applied but air still going to brakes locking the brakes. Anyone know what this means and how to fix?

If you mean it's blowing out of one of your brake chambers you'll have to cage it. There's a ton of videos on YouTube on how to do this so just lookup "caging a brake chamber" there.

He said he thought it was coming out of the brake chamber but it isn’t. He took that apart. However, the brake is still applied when his foot is not on the pedal. Air is still flowing, although the brake is not applied.

That chamber is bad. When park brakes are released air flows in to push against spring. If rubber diaphram is blown that air can back feed thru the foot peddle side.
