    Only 3 years prior disqualify ? Should be longer. And should be a federal law
    3 years is not ling enough to show someone has turned life around

    It's a "catch 22". As a society, we want them to show they "changed". But then we don't give them the opportunity, sometimes for many years, to be in a position to show it.

    The tendency for violence does not change quickly. So giving someone the opportunity to show it, is in fact displayed by behavior over the course of time

    Used to be they were put out of service, by Diesel Bears. Butt..... when seats need to be filled the bar is lowered

    But a reasonable amount of time to lower the chance of recividism is quite a bit more than 3 years, to put a person with violent tendencies in a transient occupation
