I think I got scammed I paid 645 for a UCR and a DOT# but then I get a call from a lady claiming I got scammed when she sounded like the scammer does that sound like the normal paying price? I was told that I can just get my DOT and not be penalized for not operation if I don’t get a MC and Boc3 is that true also?

What are you trying to haul? You only need a dot number if you are hauling your own product as a business.. you need a dot and Mc number if hauling for hire. Meaning you are being contracted out to haul someone else's product. As well as a boc3

Welcome to the business yes there is plenty of scammers. It's best to learn how to file this stuff yourself to avoid that. It does cost money to file this stuff I don't remember how much it was. Couple hundred bucks maybe
