Tank Wagon pump system

Does anyone know of a good place that I can get to convert a gravity drop tank Wagon to a tank pump out (waste oil style truck for gasoline), somewhere in the Mid-Atlantic region (I'm in Richmond Virginia but willing to travel anywhere on the east coast for a good price and good solid work quality. The quotes that I've been getting have been outrageous. Any help would be greatly appreciated.

 

I really just need to be able to pump on because I will gravity drop the product which is waste gasoline.

 

Yes I will need it to be setup like a vac truck or waste oil truck. No this truck does not have a PTO. That a part of what I need....PTO pump filter housing and plumbing
