    It's definitely a posed picture, but the right hand lane is closed and the dump truck isnt moving. The idea is the construction truck is shielding the cruiser from view. Either the crusier is running radar or they have an officer in the bed of the construction truck.

    Basically they're turning "care bears" into actual bears.
