FMCSA passing the buck on non English speaking drivers

    Why is it that certain folks want to defend folks who shouldn’t even have a cdl..non English speaking folks are a safety hazard out here..frankly the ones who keep defending these folks are part of the problem as well.

    The simple fact is that drivers need to be proficient at reading, writing, speaking, and understanding spoken English so that they can read highway signs, fill out paperwork, and communicate with peace officers, firefighters, and emergency medical personnel.

    This is universally true regardless of where someone was born, what color their skin is, or how many other languages they speak.

    As Ike Stephens pointed out in one of his recent videos, certain white people from eastern Europe also need to speak English, not just non whites.

    And it's patently absurd there are those here making this a racial/racist issue. :biggrin_25513:

    Sec. 3. Upholding English Proficiency Requirements for Commercial Motor Vehicle Operators. (a) The Secretary of Transportation, acting through the Administrator of the Federal Motor Carrier Safety Administration (FMCSA), shall, within 60 days of the date of this order, rescind the guidance document titled, “English Language Proficiency Testing and Enforcement Policy MC-ECE-2016-006,” issued on June 15, 2016, and issue new guidance to FMCSA and enforcement personnel outlining revised inspection procedures necessary to ensure compliance with the requirements of 49 C.F.R. 391.11(b)(2).

    (b) In carrying out subsection (a) of this section, the Secretary of Transportation, through the Administrator of the FMCSA, shall take all necessary and appropriate actions, consistent with applicable law, to ensure that the out-of-service criteria are revised such that a violation of the English language proficiency requirement results in the driver being placed out-of-service, including by working with the relevant entities responsible for establishing the out-of-service criteria.

    in 60 days oos criteria will take effect for violators of this rule.

    I wonder how DOT was communicating with them during an inspection. Did they even bother? How did they tell them they were being put O.O.S for whatever reason?
