Looks exactly the same to me. Both of them look to be somewhere around 14-14.5' tall. Like I said I'd put it down to a missed turn onto 24E as that's a common oversize route through the area for tall loads. First guy misses the turn and second guy day dreaming just follows the first. The first truck might have his trailer riding a little lower or he was able to get over quick and make it under the bridge on the high side.
There really isn't enough information to say if this is 2 guys bootlegging or just a simple missed turn. Either way the second guy made the right call and stopped before hitting the bridge.
