And messed up part was the fact that the officers involved (they were both fired) were out of their jurisdiction!!

Charges were dropped on one of the officers do he will be working traffic again in a town near you real soon.

If they observed a violation while in their jurisdiction and he didn't stop within their jurisdiction then they would have been good to continue pursuing him until he did stop at some point outside their jurisdiction.
Now, the problem here was that the tase was obviously a bad shot. There's no way that guy could have been a threat to the officers while he was in the process of being taken to the ground. -
I know that area well. Centerline is a one square mile postage stamp in the Center of Warren.
