    And messed up part was the fact that the officers involved (they were both fired) were out of their jurisdiction!!

    If they observed a violation while in their jurisdiction and he didn't stop within their jurisdiction then they would have been good to continue pursuing him until he did stop at some point outside their jurisdiction.

    Now, the problem here was that the tase was obviously a bad shot. There's no way that guy could have been a threat to the officers while he was in the process of being taken to the ground.
