I’ve gotten the majority of my inspections in NM and to be honest, sometimes I don’t really understand what they’re saying so I just nod my head or shrug my shoulders.

I almost never noticed any other group or drivers so a Mexican doesn’t worry me. At least they learned most of the road rules. (Skill may be a different issue but every group has that problem. ) -

It's not complicated, a lot states allow schools to act as both a school and third party exam sites, as long as the instructor for the student isn't also the examiner for their test. The ones that don't allow the schools to do it almost all allow 3rd party examiners, and if you look into it you will find most schools send their students to the same exam locations over and over again.
