I agree it is 100% on the truck driver. And the speed limit was 70. The truck driver did not signal and made a sudden move to attempt the u turn. Carefully watch the video. There are several seconds for the minivan driver to react. I don't see panic braking, smoke from skid marks, the front end of the van diving from hard braking. The van barely slowed down and barely veered from straight. I agree with @201 that the minivan driver was distracted.

I’m absolutely in favor of preventing unqualified drivers from getting drivers licenses, and of getting unqualified drivers off the road. But this anti-immigrant mania is ill-considered. Heck, Marco Rubio is the son of immigrants, as is Donald Trump (his mother was born in Scotland). Ted Cruz IS an immigrant.
Sure, let’s eliminate whatever idiocy is making it possible for people who don’t meet the requirements (a green card, the ability to read and understand road signs, accredited training, etc), but don’t be throwing the thousands of drivers who DO meet the requirements out of work. -
Regardless, that clown should’ve never had a CDL should’ve never been behind the wheel of a semi… And clearly making an illegal U-turn from the right shoulder across a authorize vehicle. Only crossover is as illegal as it gets

Last year a guy backed into my truck at a truckstop, pierced my fuel tank. Guy had no CDL, no English, from Columbia with a Utah standard drivers license. I called the local PD, Billings MT. They exchanged insurance info but could do nothing about him and let him go on his merry way. There were like a few cops that showed up and the fire dept. When I asked if they were just going to let him go they looked at each other with a weird look...
I've been told by a reliable source that troopers and inspectors wont deal with these foreigners because there are large lawyer companies that gave them all their number and if any trooper does anything to them they come down on them with lawsuits and all sorts of BS.... so they leave them be. I hope this changes.
It sure is a madhouse out there. I seen some flipflop Samalis speaking click talk in Ft Bridger Wyoming TA... One was speaking that to his partner who was trying to translate to order Burger King.
