English speaking test comes first before even vehicle inspection.
Any carrier found to have non English speaking driver gets shut down immediately, operating authority GONE.
Track VINs and business owners of shut down carriers to make sure they don't open up new carrier.
You hire non English driver, you are banned for life from the industry.

Put an end to our dangerous roads, people being killed from unqualified drivers and wages being driven down by foreigners flooding our industry.
