Voice of experience here it sounds like, lets all heed.... Didn't have all those distractions back in late 56; but a scale load of eggs on an old L195 IH kinda set your pace. Well; ya could cut you a bean pole. Stick it it in the tank. Mark the wet ending. Time another 10 minutes of the water fill running, dip it again, withdraw and mark. Calculate how much rise you are getting per minute. Measure from where it is then to the top level you want to stop at.
Seem rate per minute rise divided into the inches left to fill would tell you what to set your alarm for in minutes.
This would only require two trips up on the tank.
Could blow up a kids balloon, tie it to a stick long enough to stick above the filler. Paint, scratch, peel bark for a length from the balloon end; up to equal where you want the distance to stop filling. Chunk it in and sit and watch for the marked portion to appear. Be close.
Just one trip up that way....
Tell him these, but do you know what he has to do so important he can't take a lawn chair up there and sit with one bare foot in the opening.

Here's the deal. The outfits I drove for you didn't stand up on the tanks. That's how you end up in the hospital. I'm training a guy that refused to abide by safety guidelines. Now he's unemployed. Too stupid to learn.
