I’m probably wrong on this but it looks like it locks out the auto steer function on your pusher.

 

Possibly a steering lock for your lift axle? You don’t want to back up with the steerable lift axle on the ground, that truck should be new enough that if properly configured the axle with automatically lift when the truck goes into reverse.

 

How long has your carrier been doing heavy haul? Were they not just a Chicago dry van carrier? I might be way off in this but this is the problem in this industry carriers branching out to stuff they have little knowledge on. Then they bring the rates down in that sector as well because to them it pays good compare to dry van. I’m not bashing the OP clearly he is trying to make a go at it.
