Good afternoon guys this is a 2002 Freightliner Century with a 60s 12.7 pre-egr. Like the title says was driving home fan turned on during an small uphill wont disengage anymore. I changed the solenoid when parked engine off key off cant spin the blade when i turn on key can't spin it either like it wont disengage or even make a noise. Is there a way to check or do i need to look for power or jump some switches to test ajy help would be appreciated also no codes either.

Air leak? Either in the airline from the solenoid to the fan. Or in the fan hub itself.

Remove the air line going from the solenoid to the fan clutch. With the air up to 120 turn the key on and see if air comes out. It may be that the solenoid is not getting a signal and not sending air to the clutch. When the clutch gets air pressure it releases it allowing the fan to turn.
If you have air coming out of the solenoid then check for leaks in the line and at the clutch after reconnecting it.

So if air doesnt come out then it will be an electrical issue ??

Ok i did what you asked and yes the solenoid is getting the signal when i turn on the key air goes towards the fan clutch . So that leaves me to think is it the clutch or the hub itself ??

Yes, you are going to have to pull off the clutch and hub. There are videos online on how to rebuild yourself. Don't know what is on there but it may have auto lock which locks the clutch and fan when the friction material is worn out. See this.
