    Not to start a disagreement , but , if ya purchase a pistol grip shotgun / pistol you can saw the barrel down to whatever so long as overall length limitation is met . What im saying ya cant have a shotgun with a shoulder stock with a 14inch barrel it a sbr , but ya can with a pistol grip weapon that was originally purchased with a pistol grip . So if ya change a shoulder stock weapon and decide to make it pistol grip and saw it off it's illegal. Probably explained it clear as mud .

    You explained how to commit a felony pretty well.

    Your pistol grip shotgun with a chopped barrel is now an Any Other Weapon under the NFA and still needs a tax stamp because it will likely end up under 26" overall length. The difference is that you can get it for $5 instead of paying the usual $200 for a SBS.

    Mossberg and Remington both made "firearms" that skirt the law by being over 26" in overall length due to the weird birdshead grip even though they have short barrels. They were never technically shotguns by the definition of the law since they never had a shoulder stock so they can have a shorter barrel.

    Something like the Mossberg Cruiser line that is sold without a stock and only a pistol grip is already right at 28" long with a 18.5" barrel so cutting it any shorter will pretty quickly get you under 26". I guess you could technically cut 2" off the length and probably still be ok but the 4473 when you buy it will definitely still list is as a shotgun so as far as ATF is concerned that's what it is. That means no less than 18" barrel.
