This ruling has little to do with emissions. It has to do with the restrictions on the NAFTA treaty, and what is allowed to be moved within the USA. The outfit I work for now, Prime's CHD division, was once owned by H&R transport. H&R got busted big time for moving freight within the US with Canadian drivers, which is prohibited by treaty. This could qualify under that section (moving MT's within the US) as a treaty violation. H&R had to sell the CHD outfit to Prime or lose their export licence.

It still boils down to buerocrats. With todays log keeping rules trucks should be able to do the most effiecent thing and then balance the trade difference out every six months or what ever ,but that would mean the logs and desk jockeys would be serving a useful purpose and we can't have that can we ????

well, in the case of the situation down south (USA), they are very strongly opposed to having mexican drivers come north to make things more efficient for their US side companies, despite the fairly good results in the test program that was recently suspended. cross border trade is a delicate issue, and the recession going on is not helping matters much when trade is a bit slow these days.
