I have a quick question, Is there a year requirements for the reefers that enter the state of CA? If so, do you guys know which ones can enter without any problems?

Short answer...performance standards are currently required to be met by model year 2002 and older reefers. For the long answer follow this link and pay particular attention to section IV.
